Noun Phrases

My current favorite book at work -- purely because of its title; I like others based on their actual content -- is Payment Card Industry Data Security Standard Handbook.

Nothing but noun modifiers as far as the eye can see...

The colloquial term for that sort of thing (at least among the alt.usage.english crowd) is "freight train". Of course, the government (any government) is world champ at this; they could add six nouns to your title by taking on something like "update procedures oversight manual production budget".
