If we're all over our snit about wanting to get paid to review books on blogs -- and we are over that, right? -- wouldn't it be nice if we knew the most effective and pleasant ways to get in touch with publicists and get those books?
The Book Publicity Blog explains it all. If you've ever asked for books, you should read that post. (It's quite friendly, along with being very useful.)

Sounds like basic, decent courtesy to do what she suggests there. I don't often contact the publicists directly, but whenever I have, I have always listed the title in the header and I made sure to thank them for their help and cooperation. Amazing what a bit of common courtesy does in regards to establishing a rapport.
